The classification is the Bureau's own, published in its Citizen's Charter. It is what sets the deadline the Ease of Doing Business Act holds them to. How to use that.

What they may ask you for

Copied from the official checklist. Anything beyond this list is a fair question, not an obligation.

  • Nothing, if your Certificate of Registration already carries a QR code

    The badge is cropped out of the COR you already hold. Check the document before starting anything.

  • BIR Form 1905, two originals, only if you are updating at the counter

    ORUS does the same update without the form and without the queue.

  • ₱30 for loose Documentary Stamp Tax

    The badge itself is free. The DST is charged on the reissued Certificate of Registration, not on the badge.

Best for anyone whose COR has no QR code yet. It is the same update either way, and this one does not cost a morning.

    Open the Certificate of Registration you already have and look for a QR code

    If it is there, stop. The badge is that block of the document and nothing below applies — crop it and post it.

  2. 02

    Sign in at orus.bir.gov.ph and choose to update registration information

    Select Head Office unless the online selling happens under a registered branch.

  3. 03

    Pick what you are updating, then review the summary

    If nothing has genuinely changed, this is a reissue rather than a change. Say so at the counter if ORUS refuses to proceed without an edit.

    Pay the ₱30 loose Documentary Stamp Tax

    Generate the Certificate of Registration from your profile page

    The reissued document carries the QR code, and the badge is part of it.

    Crop out the badge alone and post it

    Your website, and every social or marketplace profile you sell through. Not the whole COR.

The catch. ORUS is the part most likely to go wrong rather than the BIR side. If a button does not appear, the fixes are in the troubleshooting guide before you give up and queue.

    Naming the QR code matters. A reissue without one leaves you exactly where you started.

Do not leave without

  • A Certificate of Registration bearing a QR code, downloaded or printed
  • The badge image cropped out of it, saved somewhere you can reach when you rebuild the site
  • A scan of your own QR, tested once, landing on verify.bir.gov.ph

Every receiving copy, stamp and acknowledgment is what makes a later complaint or a deemed-approved claim provable. Photograph them before you leave the building.

What bites beginners

  • It covers far more people than the phrase 'online seller' suggests. RMC 38-2026 names freelancers, professionals, vloggers, influencers and anyone earning through a digital platform. Billing a foreign client through your own website puts you inside it.
  • Post the badge, not the Certificate of Registration. Uploading the whole COR is what the badge exists to stop: it publishes your TIN and your registered address on a page anyone can read.
  • The image has to stay unaltered. It must remain clear, readable and complete, with its original design intact, so do not recolour it or crop into it to match your site.
  • A COR without a QR code cannot produce one. You are not required to replace an older COR, but you cannot extract a badge from a document that never carried one — the update is what generates it.
  • Scan your own QR once before you publish it. It should land on verify.bir.gov.ph, and a badge pointing anywhere else is not the badge.
  • Neither the circular's coverage nor its penalty is as clearly stated as it should be. No deadline and no specific penalty is named in the professional commentary, which usually means it leans on the general registration-compliance provisions. Ask your RDO what they are enforcing while you are there anyway.
