BIR Form 2303
Certificate of Registration
Not something you file. Something you receive, and the single most important document in your tax life.
Why this exists, and why it covers you
The tax system needs one authoritative record of which taxes each person owes, because obligations differ: 8% or graduated, VAT or percentage tax, with or without withholding duties. The 2303 is that record. Audits, open cases and penalty computations all start from what it lists.
It also exists for the people you deal with. Clients, banks and platforms ask for it because it is the one document that proves you are a registered business counterpart who can issue valid invoices.
Who this is for
- Everyone who registers. It is the output of Form 1901.
When
- Once, at registration
- Issued after your 1901 is processed. Keep it displayed at your place of business, and a home office counts.
How to do it
- 01Read the Tax Types table on it. That table is your personal filing calendar: every line is a return you must file, even for zero income.
- 02Store a scan of it in Documents so your registered tax types, RDO code and line of business are always one click away.
- 03If anything changes, address, tax type, or closing the business, that is Form 1905, not a new 1901.
What bites beginners
- Filing obligations come from this certificate, not from whether you earned. Zero income still means filing returns marked no payment.
- If percentage tax is listed but you elected 8%, the 2551Q obligation pauses, but only for the year the election is valid.
