Why the reply says the same thing either way.

It will not tell you whether an account exists
A form that says 'no account for that address' is a way to find out who has one. The answer is identical either way, on purpose.
Resetting signs out every device
A reset is usually a response to a worry. Changing the password and leaving the old sessions open would fix nothing.
