# ORUS not showing Register Books, ATP, or your updated COR? Here's the fix

## Is this what you are seeing?

- “Register Books of Accounts” does not appear anywhere in the ORUS menu, even though your registration was approved.
- The Authority to Print (ATP) module is missing, or you cannot download an ATP you know was approved.
- Your Certificate of Registration (COR) still shows old information, or a Registration Seal Badge will not generate.
- A branch you just opened, or a tax type you just added, has no modules of its own in ORUS.
- There is no error message. The option is simply not there, as if the transaction never happened.

## Why it happens

ORUS builds your menu from the registration record it has on file for you at the moment you log in. When a Revenue District Office processes something on their end — approving books, approving an ATP, updating your COR — that update lands in BIR's master file, not automatically in a session you already had open.

This is not a guess. The BIR's own ORUS Taxpayer Job Aid tells every new account holder, before they even start registering, to open their profile, click Synchronize, click Reload Data, and log back in — precisely because a freshly created account is not yet populated with the taxpayer's actual registration record. RMC 64-2026 describes the same Synchronize action as what pulls an existing taxpayer's current registration record into ORUS so they can download an updated COR.

Put together: Synchronize is the button that tells ORUS “go re-check what BIR's system actually has on me right now,” and logging out and back in is what forces the menu itself to redraw from that refreshed record. Skip either half and the module you're waiting for stays exactly as hidden as it was before the transaction was approved.

## The fix

1. Log in to your ORUS account at orus.bir.gov.ph.
2. Open your profile, top right. It's under your name or TIN, not under the module you're trying to reach.
3. Click Synchronize. This is the step that pulls your current registration record from BIR's system into your ORUS profile.
4. Click Reload Data if it appears as a separate action from Synchronize.
5. Log out completely. Don't just close the tab. The menu is drawn at login. A synchronized record in a session that never restarted still shows the old menu.
6. Log back in and check the menu again. This is the exact sequence: Synchronize, Reload Data, log out, log in — not log out first.

## Still stuck after that?

1. Confirm the underlying transaction is actually done on BIR's side, not just filed. Synchronize surfaces what's already true in BIR's system. It can't invent an approval that hasn't posted yet. Check for a released Notice to Issue, an approved 1906, or ask the RDO whether the back-end update has been entered.
2. Check that your registration details match BIR's record exactly. Per RMC 64-2026, a mismatch as small as a branch code, the spelling of your registered name, or your email address is enough to block synchronization, usually without telling you why.
3. Try a different browser, or clear cookies and cache for orus.bir.gov.ph. ORUS keeps some session state client-side on top of the account-level sync.
4. Escalate with a paper trail, not just a repeat visit. Bring your reference or tracking number and the date of the transaction that should have unlocked the module. Call the BIR Customer Assistance Division at (02) 8538-3200, email contact_us@bir.gov.ph, or ask your RDO's Client Support Section by name for a manual sync.

## Before you repeat it five times

- This fix isn't published as “the fix” anywhere on bir.gov.ph. It surfaces from counter staff who already know it, or from a training deck most taxpayers never see. You're not missing an announcement — there wasn't one.
- Synchronize can fail silently. If nothing changes after the full sequence, don't repeat it five times; check for a details mismatch first.
- This is not the fix for a first-time registration still being processed. If the transaction itself hasn't cleared yet, there's nothing on BIR's side for Synchronize to pull. Check the transaction's own processing clock before assuming this is a sync issue.

## Questions people actually ask

### Why is the Register Books of Accounts button missing in ORUS?

Usually because your ORUS session still reflects your registration record from before the books were approved. Open your profile, click Synchronize, then Reload Data, then log out and log back in. The button appears once your session is rebuilt from the current record.

### Why can't I download or print my Authority to Print (ATP) in ORUS?

The same stale-session issue applies. Synchronize your ORUS profile, log out, and log back in. If it's still missing, confirm the ATP was actually approved — Synchronize can only reflect an approval that has already posted on BIR's side.

### What does the Synchronize button actually do in ORUS?

It pulls your current registration record from BIR's back-end system into your ORUS profile. It's the same action RMC 64-2026 describes for taxpayers refreshing their record to download an updated Certificate of Registration.

### Is Synchronize the same as Reload Data in ORUS?

They're two steps in the same sequence, not the same button. BIR's own Taxpayer Job Aid lists them as consecutive actions: Synchronize, then Reload Data, then log out and log back in.

### My Certificate of Registration (COR) in ORUS is outdated. How do I refresh it?

Synchronize your profile and log back in, the same fix as a missing module. If your COR still won't update, check that your registered name, branch code, and email match BIR's record exactly — a mismatch blocks the sync.

### Do I need to log out of ORUS every time BIR updates my registration?

Only if the change happened while you already had a session open. A fresh login after the transaction was approved usually picks up the current record on its own; Synchronize and re-login is the fix specifically for a session that predates the update.
